I've got no bloody idea. But, interestingly enough, the German govt recently agreed to be held liable in tort for all and any damages to the NZ economy resulting from the distribution of defamatory material regarding NZ stock. http://www.thehypertribe.net/ubb/eek.gif

I can't speak for Hoof & Mouth directly but I will tell you these two things.
1) CDC maintains living cultures of all diseases for the use of producing innoculations and vaccines should an outbreak occur. The problem they run into is when you haven't seen a disease outside of the lab for 40 years do you say "Its gone" and destroy what you have on hand so as not to cause an outbreak. They currently have this problem with (I belive) small pox.

2)Many diseases lay dorment either in suspension in the environment or in non-symptomatic carriers (see Typhoid Mary)
For instance: Anthrax in this country came from the buffalo. One would get sick, die, and the anthrax would produce endospores.
Hundreds of years later farmers still have to vaccinate herds against a disease they will kick up while grazing.

Why not destroy small pox and just get a fresh batch from whomever comes up with it in the future?

Don't tell the Sierra club you are planning to destroy an organism. They will add small pox and other viruses to the endangered species act. In order to be cured of a disease you will have to reserve one of your children as a viral-preserve and allow them to become infected and allow the government to own them.
