Since the incubation period is 2 to ten days Someone whom planted it soon after the disappearance of the vial could have caused this epidemic. It would take several weeks before it was noticed and in a couple months the outbreak could well be spread to epidemic levels. Particularly if it was planted in several large herds.
So it seems feasible. Why else would a vile go missing? Did they lose any other vials we don't know about? Ebola????
