how come my sig ain't workin at certain spots at certain moments..

Sounds like your host is having a problem, not you. Their service may be spotty.

The reason you can always see it is because its stored in your cache. The computer looks there first for files its stored and then looks at outside sources. It makes web-pages load faster by not downloading the same thing everytime you view a page.
