The way these boards work is the topic with the most recent reply is on top therefore most likely to be viewed. Old threads fall off the front page or drop to the bottom. If someone such as Gone Away in this case wants to call attention to a thread but doesn't have anything to post they simply say "top" to recycle the post to the top of the page in order to keep it alive.
In this case Gone Away was just making sure he pissed off the maximum number of people with his "Fuck everyone" post.
